Did Curing the SCIC Create A Survey Ailment? |
The original Prospective Payment System (PPS) introduced the significant change in condition (SCIC) adjustment. It was designed to provide financial relief to an agency when a patient experiences an unexpected major change in condition that would consume more resources. However, for many reasons, the SCIC made many providers sick from the beginning. Instead of providing financial relief, the SCIC adjustment often resulted in less payment than an agency would have received had it not claimed an adjustment. It was a money-losing proposition. As of January 1, 2008, the SCIC adjustment was gone — a victim of confusion and poor design.
Even though many cheered its demise, elimination of the SCIC may have created a problem. Homecare providers must know what to do now to prevent trouble in the future.
